In this sentence, it explains that the sheep would silence any bad talk about the pigs or their cause. I quite litterly states that some animals complained about the pigs, so I don't believe it was bandwagon. It would make more sense that the sheep loved the pigs so much and wanted to appeal to them, therefore stood up for them, and told other animals to stop talking badly.
