High Voter Turnout: The 2018, 2020, and 2022 elections saw some of the highest voter participation rates in decades. The 2020 presidential election had a 66% turnout, the highest since 1900, while the 2018 midterm reached 49%, the highest since 1914. The 2022 midterm had a slightly lower turnout (46%) but still exceeded all midterms since 1970.

Intermittent Voters: While some Americans vote consistently, many vote sporadically. About 70% of eligible voters participated in at least one of the three elections, with 37% voting in all three. Intermittent voters often play a decisive role in election outcomes.

Partisan Breakdown: Among those who voted in all three elections, the partisan split was nearly even (49% Democrat, 50% Republican). Nonvoters leaned slightly Republican (46% Republican, 41% Democrat).

Race and Ethnicity: Political preferences and turnout rates varied by race:

Black, Hispanic, and Asian voters leaned Democratic, though Republicans gained some ground among Hispanics.
White Americans had the highest turnout, with 43% voting in all three elections. In contrast, only 27% of Black, 21% of Asian, and 19% of Hispanic eligible voters did so.
Hispanic voters had the highest percentage of nonvoters (47%).
Education and Voting:

White voters without a college degree leaned Republican (66% to 32% in 2022).
White college graduates favored Democrats (52% to 47%).
College-educated voters, across racial groups, had higher turnout rates.
Voter Demographics:

Older voters turned out at much higher rates than younger voters.
White, non-Hispanic adults made up 75% of voters but only 55% of nonvoters.
College graduates accounted for 43% of voters but only 25% of nonvoters.
Voting Methods:

Mail-in voting decreased from 45% in 2020 to 36% in 2022 as COVID-19 concerns declined.
Republicans were more likely to vote in person on Election Day (51%).
Democrats favored mail-in voting (45% in 2022, down from 58% in 2020).
These findings illustrate how voter participation varies by demographics, political affiliation, and voting method, shaping election outcomes.

This document outlines key reforms to enhance voter participation and strengthen democracy. Based on research funded by the Carnegie Corporation and drawn from the book 100% Democracy: The Case for Universal Voting, it proposes three major categories of reforms:

Expanding Voter Registration

Same-Day Registration: Allows voters to register and vote on the same day, increasing turnout.
Automatic Voter Registration: Registers voters automatically when interacting with government agencies.
Restoring Voting Rights for Felons: Advocates for uniform policies to reinstate voting rights post-incarceration.
Online Registration: Provides a digital option to register, making the process more accessible.
Preregistration of 16- and 17-Year-Olds: Ensures young voters are automatically added to the rolls when they turn 18.
Increasing Voting Options

Early Voting: Expands the time frame to vote before Election Day.
Vote by Mail: Encourages no-excuse absentee voting and universal mail-in ballot access.
Flexible Election Day Options: Introduces curbside voting, mobile centers, and ballot drop boxes.
Convenient Placement of Polling Places: Ensures accessible voting locations, especially in underserved communities.
Strengthening Election Administration

Voting List Maintenance: Prevents wrongful voter purges while maintaining accurate rolls.
Adequate Election Funding: Increases investment in election infrastructure and poll worker recruitment.

The document from FairVote discusses voter turnout in the U.S., highlighting that it is significantly lower compared to other developed democracies.
For instance, around 60% of eligible voters participate in presidential elections and about 40% in midterms. In contrast, countries with mandatory voting see turnout near 90%.
The reasons for this data include electoral competitiveness, election type, voting laws, and demographics (age, race, gender, and socioeconomic status) play a major role. Older, wealthier, and more educated individuals are more likely to vote. Women vote at higher rates than men, and White voters participate more than voters of color. The document suggests ranked choice voting, a national popular vote for president, and universal voter registration as ways to improve participation.
