Is there racism in Utah’s high school sports and is anything being done about it?

There weren’t many records of racism in high school sports in Utah, despite my personal experiences suggesting there are a fair amount. One instance that took up the majority of the articles was when some students wore blackface to their school's blackout game and were, in turn, rewarded with the title of most spirited students. One article talks about how the UHSAA’s solution to the problem is for the victims of verbal attacks to “rise above it”, instead of fixing the problem. Another article discusses the part of game officials in this racism. In short, there have been meetings about these offenses, but the offenders are still getting the benefit of the doubt rather than the victims.
