Authority is the given responsibilities to people in order to effectively run a government or authoritative body. The objectives of which should be for the good and righteousness of those being governed. Authority can’t be corrupted. If corrupted, then it becomes detrimental to the well being of the citizens, and throws out the legitimacy of the authoritative power. It can be implied that authority has limits. For example, one branch of government only has the rights to make laws, one has the rights to interpret them, etc. For this reason, the limits of authority play a big role in how people perceive the government. Most people agree that a government that oversteps its authority is not beneficial to society. Because of this, power to the individual and the degree to which this power is lent out is essential to the effective cooperation between the government and those being governed. Simply put, power to the individual along with the limits and boundaries of local government authority are the two primary factors in citizens' views of ideal local government. People want a balance between effective, and autonomous. A government that can’t control it’s citizens is ineffective, but one who over controls is corrupt.
